Watlington NP, compleixity of commercial discussions is the issue, which is not unusual

7.49 “In reaching this decision I have taken account of the recent debate on the submission of the emerging Local Plan in general, and progress on the intended strategic delivery of residential development at Chalgrove Airfield in particular (paragraphs 5.9/5.10 of this report). Plainly the lack of any commercial agreement between Homes England and its tenant at Chalgrove will have come as a disappointment to the various public bodies. Nevertheless, commercial discussions of the type set out in the SODC report to its Cabinet/Council are not unusual on such complex projects.”

Benson NP – does not consider HomesEngland/Chalgrove Airfield significant

Page 13 “I have also seen correspondence from the Homes and Communities Agency (now Homes England), which indicates that they could provide gap funding, if required although I am not clear whether this offer was conditional upon the Chalgrove Airfield allocation proceeding. I am therefore not placing significant weight upon that offer in view of the commitments from the developers of Sites BEN2 and BEN3/4. ”
